Business Development Specialist
Job Description
Brown Point Facility Management Solutions, LLC is hiring an experienced Business Development Specialist to support Federal Government and DoD contracting growth. This hybrid role in Lincoln, RI is built for professionals who enjoy turning procurement opportunities into compliant, competitive proposals. You will own end-to-end proposal coordination, work across internal stakeholders, and help strengthen a pipeline of federal business opportunities.
Compensation: USD 70,000 - 90,000 per year
What you’ll do
- Identify and source new federal government and DoD contracting opportunities aligned with Brown Point capabilities and growth strategy.
- Monitor federal procurement opportunities and evaluate potential solicitations for fit, competitiveness, and feasibility.
- Conduct detailed reviews of RFPs, RFQs, IFBs, and related documents including PWS/SOW, amendments, and attachments.
- Extract and document all technical, administrative, pricing, submission, and compliance requirements for each opportunity.
- Manage multiple active proposals and deadlines in a high-volume environment.
- Coordinate proposal activities from initial opportunity review through final submission.
- Develop clear, accurate, responsive, and compelling technical and business proposal content that fully addresses solicitation requirements.
- Ensure proposals remain compliant with applicable federal contracting requirements.
- Source subcontractors, vendors, suppliers, and trade partners needed to deliver complete service solutions.
- Obtain and evaluate vendor and subcontractor pricing for labor, materials, equipment, and specialized trade services.
- Build detailed pricing models and cost estimates balancing operational requirements, profitability, and competitive positioning.
- Analyze pricing strategically to improve competitiveness and maximize potential for contract award.
- Work closely with operations, management, vendors, subcontractors, and internal stakeholders to shape complete solutions.
- Develop working knowledge of operational requirements for HVAC, electrical, plumbing, general maintenance, and other facility-related trades.
- Perform market, competitor, contract, and pricing research to inform business development decisions.
- Maintain organized records of opportunities, requirements, pricing, subcontractor information, deadlines, and submissions.
- Maintain and improve reusable materials including proposal templates, past-performance information, capability information, and other business development assets.
- Track opportunities throughout the procurement lifecycle and support follow-up activities after proposal submission.
- Assist with maintaining a strong pipeline of federal government business opportunities.
What you bring
- Demonstrated experience in federal government business development, government procurement, proposal development, or federal contracting.
- Strong knowledge of the federal RFP/RFQ process and the ability to interpret complex solicitation documents.
- Experience reviewing detailed government requirements and developing compliant responses.
- Experience managing multiple proposals, bids, or business development opportunities at the same time.
- Strong analytical skills to interpret scopes of work, pricing requirements, technical specifications, and contract requirements.
- Experience developing pricing, cost estimates, vendor quotes, or other financial components of proposals.
- Excellent written and verbal communication skills.
- Exceptional attention to detail and strong organizational skills.
- Ability to work under tight deadlines and manage competing priorities.
- Strong proficiency with Microsoft Word, Excel, Outlook, and related business applications.
- Direct experience with DoD procurement and contracting opportunities.
- Experience managing opportunities through the full federal procurement lifecycle, from lead identification through proposal submission and award.
- Business development experience within facility management, facility maintenance, construction, or skilled trades.
- Working knowledge of HVAC, electrical, plumbing, mechanical, and general facility maintenance services.
- Experience sourcing and managing subcontractor or vendor relationships.
- Experience developing competitive pricing for government contracts.
- Previous hands-on or professional experience within a skilled trade or facility maintenance environment.
- Business development, proposal management, project management, or related professional certification.
- APMP certification or credentials preferred.
