Director, Business Development Global Army and Navy
Job Description
Raytheon is seeking a Director of Business Development to lead Electro-Optical Infrared (EO/IR) Army and Navy (GAN) pursuit efforts. This onsite role in McKinney, TX focuses on winning programs across land, surface, and air for both manned and unmanned platforms, aligned to evolving Army and Navy requirements.
The position owns strategy and execution for capture, customer engagement, and competitive positioning, with fiscal year booking accountability of ~$700M–$800M, plus growth to more than $1B annually. The selected candidate will also influence long-term production opportunities, particularly through the new development programs and EMD phase.
Key Responsibilities
- Lead Army and Navy pursuit efforts, including domestic and international opportunities
- Investigate and develop opportunities across both existing and new customer bases, with new customer growth primarily targeting the domestic market
- Represent EO/IR Solutions to shape future Army and Navy and other DoD customer DAS requirements through customer events and equipment demonstrations
- Develop strategy to support emerging programs and long-term production wins, with emphasis on new development programs/EMD
- Build relationships with key Army and Navy customers, influence requirements, and clearly articulate DAS and EO/IR Solutions capabilities
- Maintain awareness of the competitive landscape of DAS and EO/IR sensors and their value in the evolving doctrine of Multi-Domain Operations
- Partner across Raytheon to strengthen relationships with industry partners (OEMs)
- Conduct market analysis, develop strategy, and manage execution in conjunction with the Product Line leader and Product Line R&C Lead
- Use Raytheon differentiators externally while equipping internal teams with a detailed view of competition
- Run strategy reviews with EO/IR Solutions leadership for long- and short-term opportunities, including recommendations to increase P-win
- Influence future IRAD investments to support strategies for winning emerging programs
- Identify critical investments through Raytheon processes to create competitive differentiators across pipeline development and customer interface
- Drive IRAD investment and provide intelligence to inform teaming and partnership decisions
- Collaborate with RTX Global Government Relations (GGR) on public policy advocacy and the development of new technologies and solutions
- Travel to meet with customers and shape requirements (50%)
- Support additional EO/IR Solutions Business Development efforts as needed
Required Qualifications
- University Degree or equivalent experience with minimum 14 years of prior relevant experience; or Advanced Degree with 12 years experience
- 10+ years experience in military, military acquisition, budget planning, requirement development, and/or defense industry capture or business development
- 5+ years defense and/or industry experience in Intelligence, Surveillance and Reconnaissance, EOIR Targeting, or EOIR Situational Awareness
Preferred Qualifications
- Experience across both manned and unmanned platforms
- Background in ground armored or rotary wing platforms
- Prior defense company business experience with capture training
- International business development experience
- TS clearance
Security Clearance Requirements
- Active and transferable U.S. government issued security clearance required prior to start
- U.S. citizenship required; only U.S. citizens are eligible for a security clearance
- DoD Clearance: Secret
- Security clearance status: Active and existing security clearance required on day 1
Compensation and Work Location
- Location: McKinney, TX (onsite)
- Salary range: USD 186,200 - 353,800 per year
- Possible work locations: TX – McKinney, AZ – Tucson, MA – Andover, VA – Arlington, AL – Huntsville

- Onsite work arrangement: onsite employees work primarily onsite; commuting to and from the assigned site for onsite and hybrid roles is the employee’s responsibility
