Business Development Operations Manager
Job Description
The Business Development Operations Manager supports business growth by coordinating the path from opportunity identification through proposal submission and contract award. This onsite role in Honolulu focuses on managing active pursuits, leading RFP and RFI coordination, and strengthening business development operations through reporting, process improvements, and cross-functional collaboration.
Role Overview
This position manages the opportunity-to-proposal workflow, ensuring submissions are coordinated, compliant, and delivered on time. The role partners with Account Executives and internal stakeholders to advance sales activities and support client relationship efforts while improving business development operations across the organization.
Key Responsibilities
- Support business development efforts from opportunity identification through proposal submission and contract award.
- Partner with Account Executives to advance sales activities, manage active pursuits, and support client relationship efforts.
- Lead coordination and development of RFPs, RFIs, qualifications packages, and proposal submissions.
- Coordinate with project managers, technical experts, executives, finance, and operations teams to produce high-quality, compliant submissions.
- Develop and manage schedules, deadlines, and pursuit activities to support successful outcomes.
- Create reports, dashboards, forecasts, and metrics that inform business decisions and growth initiatives.
- Identify opportunities to improve processes, increase efficiency, and strengthen business development operations.
- Support strategic initiatives aimed at expanding the organization’s presence in government and technology sectors.
Required Qualifications
- 5+ years of experience in business development operations, proposal management, sales operations, project coordination, capture support, or a related field.
- Experience managing multiple projects, pursuits, proposals, or competing priorities simultaneously.
- Strong project management, organizational, and prioritization skills.
- Experience with CRM systems, pipeline management, forecasting, and reporting.
- Excellent written, verbal, and presentation communication skills.
- Advanced proficiency with Microsoft 365, including Word, Excel, PowerPoint, Teams, and SharePoint.
- Ability to influence and coordinate cross-functional stakeholders.
Preferred Experience
- Government contracting, public sector, technology, consulting, engineering, or professional services environments.
- Experience with RFP and proposal development.
- Background in business development reporting, forecasting, and analytics.
- PMP, CAPM, APMP, or similar professional certifications.

Schedule, Location, and Compensation
- Location: Downtown Honolulu, Hawaii
- Schedule: Full-Time, On-Site
- Compensation: USD 80,000 to 90,000 per year, commensurate with experience
