Job Description

The Sales Business Development Manager will support cross-functional program oversight within Cisco’s National Security Operations (NSO), ensuring effective delivery through strong risk management, reporting discipline, and continuous improvement. The role is based onsite in Annapolis Junction, MD and requires an active TS/SCI clearance with polygraph.

Role Overview

In this position, you will manage programs and projects through cross-organizational collaboration, providing governance for progress tracking, contractual risk identification, and ongoing process improvement. You will also communicate directly with customer stakeholders on the government domain and support senior leadership with regular program reporting.

Responsibilities

  • Develop and implement contract and program management policies, procedures, standards, and best industry practices.
  • Provide leadership and direction to project managers and teams, ensuring adequate resources and support to deliver successful projects.
  • Review progress and identify potential risks that may impact contractual or program outcomes.
  • Develop and implement mitigation strategies to address contractual risks and issues.
  • Facilitate communication between cross-organizational and functional teams, collaborators, and the customer.
  • Provide regular status updates and contractual or programmatic reports to senior management and USG customers.
  • Lead program reviews to evaluate performance and identify areas for improvement.
  • Collaborate with other functional areas of the organization to ensure alignment and integration of strategic or sales activities.
  • Lead continuous improvement efforts to enhance program management processes and tools.

Requirements

  • 5+ years of Federal Government Project/Program Management experience.
  • Active TS/SCI clearance with polygraph.
  • Ability to communicate directly with the customer on the government domain.
  • Experience leading on-site customer meetings at government facilities.
  • Candidate must reside in VA or MD based on client locations.
  • Proven knowledge of US government and military contracting regulations and processes (FAR/DFAR).

Preferred Qualifications

  • PMP or DAWIA certification (Preferred).
  • Experience optimizing and automating processes, preferably with Artificial Intelligence tools.

Location and Salary

Location: Annapolis Junction, MD (onsite)

Compensation: USD 180,200 - 261,900 per yearly

  • Additional paid time away may be requested to deal with critical or emergency issues for family members
  • Optional 10 paid days per full calendar year to volunteer

Cisco Federal Sales Program Management Office (PMO) provides centralized oversight and support for the development, implementation, and sustainment of Strategic Agreements with Partners and the US Federal Government.

Compensation and Eligibility Notes (U.S. and/or Canada)

  • The starting salary range posted for this position is $180,200.00 to $227,700.00, reflecting the projected salary range for new hires in this position in U.S. and/or Canada locations, not including incentive compensation*, equity, or benefits.
  • Individual pay is determined by the candidate's hiring location, market conditions, and job-related skillset, experience, qualifications, education, certifications, and/or training.
  • U.S. employees are offered benefits, subject to Cisco’s plan eligibility rules.
  • Employees may be eligible to receive grants of Cisco restricted stock units, which vest following continued employment with Cisco for defined periods of time.
  • For non-sales roles, employees are also eligible to earn annual bonuses subject to Cisco’s policies.
  • Employees on sales plans earn performance-based incentive pay on top of their base salary, which is split between quota and non-quota components, subject to the applicable Cisco plan.

State-Based Salary Ranges

  • New York City Metro Area: $188,600.00 - $282,700.00
  • Non-Metro New York state & Washington state: $180,200.00 - $261,900.00
  • For quota-based sales roles on Cisco’s sales plan, the ranges provided in this posting include base pay and sales target incentive compensation combined.
  • Employees in Illinois, whether exempt or non-exempt, will participate in a unique time off program to meet local requirements.
