Business Development/Cost Estimating Associate
Job Description
Diversified Service Contracting, Inc is seeking a Business Development/Cost Estimating Associate to support Federal Government opportunity identification and cost proposal development.
Responsibilities
- Continuously identify new Federal Government opportunities aligned with DSC’s strategic goals, corporate developmental plan, and revenue goals.
- Lead cost proposal development by collecting and analyzing data to estimate labor, materials, and overhead for Firm Fixed Price (FFP) and IDIQ projects.
- Conduct daily opportunity research and evaluate opportunities from DSC and public sources (including agency forecast and agency websites) to support annual revenue goals.
- Provide updated pipeline and research briefings to executives.
- Research current and archived RFPs, Sources Sought Notices, and RFIs, and prepare and submit responses.
- Deliver tailored research and reports to executives to support business development pipelines and bid/no-bid decisions.
- Maintain and manage business development information on SharePoint.
- Perform ad hoc research as needed.
- Prepare accurate and timely full cost estimates for bid opportunities.
- Review and comprehend technical scopes of work in RFPs and RFQs.
- Create detailed estimates for materials, labor, and equipment using RFP/quotation inputs.
- Determine work crews and production rates for required tasks.
- Estimate labor and material costs using estimating guides such as RS Means, proprietary production rates, and observed historical performance.
- Gather cost data from functional representatives, subcontractors, and vendors.
- Advise management on cost-related issues involving contract personnel, customer representatives, vendors, and subcontractors.
- Demonstrate knowledgeable pricing strategy for IDIQ based contracts.
- Create and develop BOE worksheets with line-by-line detail to the element of work level.
- Use and understand pricing with SCA/DBA/CBA wage rate programs.
- Provide narrative write-ups to clarify and explain proposed concept of operations.
- Provide SME input on how pricing strategy aligns with operational structure.
- Explain how the BOE meets the SOW requirements.
Requirements
- High School Degree (Required).
- Operational knowledge of Base Operations Support Services, facility management operations, and facility services (janitorial, grounds, and pest control).
- Knowledge of Federal Government small business procurement programs, including TSB, 8(a), SDVOSB, WOSB, and HubZone set-asides.
- 10 years experience estimating federal janitorial services, landscape maintenance services, or facilities maintenance contracts (Required).
- 5 years experience with MSFT Excel including creating and modifying spreadsheet formulas and pivot tables (Practical evaluation of skills will be given).
- Continual attention to detail and accurate data entry skills.
- Excellent written and verbal communication skills (grammar, spelling, and punctuation) and ability to present and lead pricing discussions with client buyers.
- Ability to manage ambiguity and demonstrate creative thinking and extensive financial modeling skills.
- Ability to think strategically, be resourceful as an independent worker, and maintain a team player approach.
- Experience using and operating standard office equipment.
- Experience in Federal Government contracting and a corporate environment with understanding of government contracting preferred.

Travel
- Occasional to moderate travel, sometimes with short notice.
- Attend solicitation site visits and pre-proposal meetings to understand contract requirements and build cost estimating and conceptual technical approach to staffing and organizing projects.
- Support roles in new contract phase-in and start-ups as needed.
Location: Dunn, NC (Onsite)
Salary: USD 115,000 - 125,000 per yearly
Minimum experience: 10 years
