Job Description

Harmon Construction Services is seeking a Preconstruction & Business Development Manager to lead the company’s project pursuit strategy from early opportunity identification through contract award. This Charlotte-based role combines estimating and preconstruction leadership with strategic business development, relationship management, and cross-functional coordination to support continued growth throughout the Carolinas.

Working onsite in Charlotte, NC, you will guide preconstruction activities end-to-end while coordinating with stakeholders and mentoring estimating staff to improve accuracy, proposal quality, and win rates.

What You’ll Do

  • Lead all preconstruction activities from project pursuit through contract award.
  • Develop conceptual estimates, detailed budgets, and Guaranteed Maximum Price (GMP) proposals.
  • Conduct constructability reviews and recommend value engineering solutions.
  • Review plans, specifications, contracts, and bid documents for completeness and risk.
  • Create procurement strategies and coordinate subcontractor bidding.
  • Build and maintain relationships with owners, architects, engineers, developers, subcontractors, and strategic partners.
  • Identify and pursue public and private bidding opportunities.
  • Coordinate RFQs, RFPs, proposals, interviews, and presentation materials.
  • Collaborate with Operations to support seamless project handoffs.
  • Develop preliminary project schedules and construction logistics plans.
  • Mentor estimating staff and continuously improve estimating standards and processes.
  • Maintain historical cost databases and market pricing.
  • Represent Harmon professionally at networking events, industry meetings, and client engagements.

Qualifications

  • Minimum 10 years of commercial construction experience.
  • Minimum 7 years leading estimating or preconstruction efforts.
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a related field (preferred).
  • Strong knowledge of commercial construction methods, including budgeting, scheduling, procurement, and constructability.
  • Demonstrated experience with conceptual estimating, GMP development, and value engineering.
  • Proven ability to build client relationships and support business development initiatives.
  • Strong leadership, communication, negotiation, and presentation skills.
  • Ability to manage multiple pursuits simultaneously with exceptional attention to detail.
