Vice President - Business Development
Job Description
CSI Aviation, Inc. is hiring a Vice President of Business Development to lead commercial growth and support government aviation business development. This role is based on-site in Killeen, TX, with occasional domestic travel, and will focus on originating and closing charter opportunities while partnering across the broader business development and government services effort.
In this position, you will combine market and pricing insight with hands-on deal execution, then align commercial initiatives with ongoing government contract operations. You will also guide sales and marketing activity and advise executive leadership on strategy for growing CSI across commercial and government aviation markets.
What You’ll Do
- Originate and close commercial air charter business for CSI’s 135 and 121 fleets, and coordinate with subcontracted air carriers when appropriate.
- Keep a working knowledge of the commercial charter market, including aircraft types, operator capabilities, availability, and pricing, to structure competitive, cost-effective solutions on short notice.
- Negotiate rates and terms directly with air carriers and customers to close contract awards.
- Build and maintain a pipeline of air charter relationships across target markets such as group/athletic charter, medical transport, ad hoc lift, and other commercial verticals.
- Monitor competitor activity, market rates, and capacity trends across the air charter industry.
- Support, when appropriate, proposal efforts for federal government aviation contracts alongside the SVP – Government Services.
- Maintain familiarity with the Federal Acquisition Regulation (FAR), federal solicitation types such as RFP/RFI/BPA/IDIQ, and government pricing structures including CLINs, ODCs, GFP/GFE to contribute to government response documents.
- Help identify teaming, subcontracting, and prime opportunities with other Part 121/135 carriers and government aviation program participants.
- Ensure commercial business development initiatives remain synergistic with, and do not conflict with, ongoing government contract operations.
- Develop and maintain a living Business Development plan/roadmap focused on growing CSI’s operations and profitability across commercial and government aviation markets.
- Oversee marketing initiatives and supervise subordinate staff handling sales, brokering, and related business development functions.
- Recommend CSI participation in industry days, tradeshows, and conferences as an attendee or exhibitor across both commercial and government aviation sectors.
- Establish and maintain productive relationships with key buyers, operators, and government program stakeholders.
- Maintain current knowledge of FAA regulations, DOT/government aviation standards, and industry best practices affecting CSI’s operations.
- Serve as a key advisor to CSI executive leadership on matters of sales, marketing, and business development strategy.
What You Bring
- Education: Bachelor’s degree in business, aviation management, or a related field; equivalent directly relevant work experience may be considered in lieu of a degree.
- Demonstrated, hands-on experience selling commercial aviation charter, including sourcing aircraft/operators, pricing, negotiating, and closing deals (required).
- Federal contracting knowledge: Working knowledge of federal government contracting processes and the FAR (required); direct experience responding to or supporting federal aviation solicitations is desired.
Preferred Qualifications
- Prior experience at a charter brokerage, Part 135 operator, or Part 121 air carrier in a sales/BD role, with exposure to federal government aviation programs such as DoD or DHS.
- Familiarity with FAR-based solicitation structures (RFP, RFI, BPA, IDIQ), CLIN/ODC pricing constructs, and government proposal development.
- Prior service in the U.S. Armed Forces is considered career-enhancing.
- Ability to obtain and maintain a government security clearance is a plus due to CSI’s federal contract portfolio.

Location and Travel
Primary work location is on-site in Killeen, TX (near Austin, TX). The position may require occasional travel to other locations in the domestic United States.
