Sewer & Water Estimator / Business Development
Job Description
Pro Services is seeking an experienced Sewer & Water Estimator / Business Development professional to expand its underground utility division. This onsite role combines technical estimating for sewer and water projects with business development activities designed to identify, bid, and secure profitable work.
Key Responsibilities
- Build and maintain relationships with municipalities, public works departments, engineering firms, general contractors, plumbing contractors, developers, property managers, and commercial and industrial customers.
- Identify new projects and opportunities for Pro Services to bid.
- Work to get Pro Services added to municipal, engineering, contractor, and vendor bid lists.
- Maintain regular communication with existing and prospective customers.
- Track upcoming municipal and private underground utility projects.
- Attend pre-bid meetings, site walks, networking events, and industry meetings.
- Review construction plans, specifications, drawings, sewer inspection videos, and project requirements.
- Conduct job-site evaluations and collect information needed to produce accurate estimates.
- Prepare detailed scopes of work, takeoffs, budgets, and proposals.
- Estimate labor, equipment, materials, subcontractors, restoration, mobilization, and other project costs.
- Submit competitive and profitable bids by required deadlines.
- Follow up on outstanding estimates and proposals.
- Negotiate project scope, pricing, and scheduling when appropriate.
- Track awarded and lost projects and support efforts to improve close rates.
- Coordinate awarded projects with operations and field teams.
- Maintain an active pipeline of upcoming bids and sales opportunities.
- Develop repeat and referral business to support long-term growth.
- Support growth of Pro Services backlog, revenue, and profitability in target utility markets.

Sewer Lining / CIPP Rehabilitation opportunities may include:
- CIPP sewer lining

Requirements
- Experience in underground utility construction, sewer and water construction, excavation, sewer lining, plumbing, civil construction, or a related field.
- Estimating, project management, construction sales, or business development experience preferred.
- Strong understanding of sewer, storm sewer, water service, and underground utility construction.
- Experience reading construction drawings, plans, specifications, and bid documents.
- Ability to perform quantity takeoffs and develop accurate project estimates.
- Strong understanding of labor, equipment, material, subcontractor, and restoration costs.
- Ability to evaluate field conditions and determine practical construction methods.
- Strong communication and relationship-building skills.
- Comfortable meeting with municipal officials, engineers, contractors, and customers.
- Self-motivated and able to develop new business rather than relying solely on incoming leads.
- Strong organizational and follow-up skills.
- Ability to manage multiple bids and opportunities at the same time.
- Valid driver’s license.
