Job Description

Sedgwick Government Solutions is seeking a VP Business Development to drive strategic federal growth from early opportunity shaping through proposal submission, negotiation, and transition to delivery. Based in Bethesda, MD with hybrid work arrangements, this role leads pursuit efforts across priority civilian and defense markets and builds a qualified pipeline supported by cross-functional collaboration.

The position focuses on identifying and advancing complex government opportunities, translating customer mission needs into differentiated solutions, and helping ensure award-to-implementation commitments are aligned with pricing, resources, and operational readiness.

What you’ll do

  • Execute SGS’s federal growth strategy across priority civilian and defense markets, identifying opportunities that align with company capabilities and growth objectives.
  • Identify, qualify, and advance new business opportunities using account planning, customer engagement, market research, and federal procurement activities.
  • Build and maintain trusted relationships with government executives, program leaders, contracting officials, industry partners, and other key stakeholders.
  • Lead opportunity shaping and positioning by translating customer missions, needs, and challenges into differentiated SGS solutions.
  • Develop strategic account plans and provide recommendations on market entry, investment, teaming, solution development, and bid/no-bid decisions.
  • Cultivate strategic partnerships and develop teaming strategies to strengthen SGS’s competitive position, address capability gaps, and expand access to priority opportunities.
  • Build and maintain a qualified pipeline with clear win strategies, milestones, competitive assessments, customer actions, and revenue forecasts.
  • Lead or oversee capture planning for priority pursuits, including win themes, discriminators, solution development, price-to-win inputs, and executive gate decisions.
  • Partner with proposal leadership and subject-matter experts to develop compliant, evaluator-focused proposals, RFP responses, and other customer-facing materials.
  • Represent SGS at government and industry conferences, procurement events, associations, and customer forums to strengthen relationships, identify emerging requirements, and generate new opportunities.
  • Collaborate across Strategy, Capture, Proposals, Operations, Finance, Contracts, Legal, Compliance, Human Resources, Technology, and corporate partners throughout the business development and pursuit lifecycle.
  • Support successful transition from award to implementation by engaging delivery teams early and ensuring customer commitments, resources, pricing, and operational readiness are aligned.

What you bring

  • Bachelor’s degree or an equivalent combination of education and directly relevant experience.
  • Minimum of five years of progressive experience in federal business development, capture management, sales, or growth strategy for government services or solutions.
  • Proven success identifying, shaping, capturing, and winning complex competitive government opportunities involving multiple stakeholders and extended acquisition cycles.
  • Experience developing account plans, capture strategies, competitive assessments, teaming strategies, and executive-level pipeline forecasts.
  • Experience selling healthcare, claims, workers’ compensation, managed care, medical management, property, program integrity, data analytics, technology-enabled services, or related professional services to government clients.
  • Working knowledge of the Federal Acquisition Regulation, source-selection practices, contract vehicles, small-business considerations, and the federal budget and procurement lifecycle.
  • Established relationships across relevant federal agencies, prime contractors, integrators, and industry partners.
  • Executive presence and credibility with senior government officials, contracting professionals, industry partners, and internal executives.
  • Exceptional written and verbal communication skills, including executive briefings, proposal development, and customer-facing presentations.
  • Proven ability to collaborate across proposal teams, subject-matter experts, and cross-functional partners while managing multiple priorities and deadlines in a matrixed environment.
  • U.S. Citizen status and ability to obtain and maintain a security clearance as required.
  • Ability to travel based on business needs and satisfy applicable client, contract, and security requirements.
