Business Development Leader - Army Navy Business Group
Job Description
In SAIC's Army Navy Business Group, this leadership position targets Naval Surface Warfare Centers to drive growth through strategic capture and proposal activities. The role combines pipeline development, capture management, and close collaboration with program managers and subject matter experts to deliver differentiated, compliant proposals.
Responsibilities
- Establish and maintain trusted relationships with NSWC leaders and technical stakeholders.
- Direct opportunity identification, qualification, shaping, capture, and proposal development efforts.
- Analyze evolving Navy procurement behaviors and leverage OTAs, CSOs, rapid acquisition, and commercial pathways.
- Develop winning strategies, competitive assessments, teaming approaches, and price-to-win insights.
- Collaborate with Program Managers, SMEs, and technical teams to craft mission-aligned, differentiated solutions.
- Maintain pipeline health, enforce disciplined capture execution, and deliver compelling, compliant proposals.
- Lead and communicate resource needs, coordinating with subject matter experts, functional leads, and Program Managers.
- Coordinate with NBG team members, including operational leadership and SMEs, to build call plans and position SAIC for pursuits.
- Implement Corporate BD CONOPS and promote SAIC growth culture.
- Gather, assess, and validate customer requirements in partnership with Program Managers.
- Identify related needs and constraints that affect winning solutions.
- Assess probable competition and evaluate relative strengths and threats; conduct adversarial and competitive scenario analyses.
- Translate requirements into robust win strategies, validate them, and present differentiated bid elements with a strong value proposition.
- Collaborate with internal teams and external partners to sustain operational excellence and customer satisfaction.
- Identify gaps, develop strategies to overcome weaknesses, and mitigate risks.
- Lead gate, pricing, teaming, and capture reviews; document lessons learned.
- Support the development of teaming agreements and strategic alliances.
- Manage the assigned pipeline as the opportunity owner and drive the creation of critical bid artifacts for proposals.
- Ensure the integrity of the win strategy through color reviews and assist the Proposal Manager/Director in developing compliant bids.
- Take accountability for advancing opportunities toward higher win probability.
Requirements
- Bachelor’s degree or higher in a relevant field, with eighteen (18) years of experience.
- Deep understanding of the Naval Combat and Strategic Systems community and current programs of record.
- Experience with OTAs, CSOs, and alternative fast acquisitions; familiarity with FFP and commercial procurement approaches.
- Ability to execute a rapid reaction process for Task Order identification, customer engagement, and Task Order proposal responses.
- Active relationships with NSWC leadership and the ability to influence at the highest levels of the organization.
- Proven capture management proficiency based on industry best practices; strong qualification skills.
- Excellent interpersonal, problem solving, and business acumen; capable of working with senior executives in fast-paced environments.
- Willingness to travel as necessary to support captures.
- Strong understanding of Naval Engineering, Naval shipboard systems, and operational Naval engineering requirements.
- Ability to work effectively in a fast-paced, time-sensitive, and multi-tasking environment.
- Security clearance requirements: minimum Secret; must be able to obtain Top Secret.
