Business Development and Capture Executive
Job Description
ManTech seeks a Business Development and Capture Executive for its DHS division in Herndon, VA. This hybrid role requires on-site availability as needed and concentrates on accelerating DHS growth, overseeing multi-year pipelines, and engaging DHS leadership to execute strategic account plans.
Responsibilities
- Drive DHS business growth by managing a multi-year pipeline, qualifying opportunities, and executing strategic account and client call plans.
- Build and sustain strong DHS client and partner relationships, coordinating with operations to drive organic and inorganic growth.
- Engage DHS leadership (HQ, CISA, CBP, ICE, USCIS), aligning account plans with DOGE and Executive Order initiatives.
- Develop and execute targeted account plans with measurable strategies, leveraging ManTech capabilities to shape growth and influence capability development.
- Lead and support capture activities: brief at executive reviews, collaborate on RFIs/proposals, deliver customer presentations, and participate in orals/video submissions.
- Maintain CRM updates, monitor market dynamics, and actively represent ManTech at DHS industry events to enhance visibility and teaming opportunities.
Requirements
- 10+ years of experience selling technology and services to DHS, with established relationships across agency leadership (HQ, CISA, CBP, ICE, USCIS). Direct program or business development experience within DHS may be considered.
- Proven ability to build and maintain a strong sales pipeline, consistently hit targets, and develop DHS business from opportunity identification to award.
- Track record of qualifying, developing, and winning opportunities exceeding $100M as a prime Federal contractor.
- Ability to conduct high level technical conversations with customers, combined with strong written and verbal communication skills.
- Deep understanding of DHS Headquarters and Component missions, with a solid reputation within the DHS community; direct DHS program experience is a plus.

- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Must be able to constantly operate a computer and other office productivity machinery
- Must be able to occasionally move about inside the office to access file cabinets, office machinery, etc.
