Job Description

Based in Fayetteville, North Carolina, this onsite role supports the NC Military and Small Business Center activities and collaborates with the NC Military Business Center to cultivate federal contracting opportunities for Northeastern North Carolina. It is a full-time position that requires a bachelor’s degree or higher and several years of experience in business development or military procurement.

Responsibilities

  • Public awareness: lead meetings, briefings, and training events across the assigned region in collaboration with Community College Small Business Centers, chambers of commerce, economic development agencies, SBTDC offices, and other partners.
  • Public awareness: contribute content to NCMBC communications channels (website, e-newsletter, blog, and social media) to promote services.
  • Consultation: provide one-on-one guidance to recruit or engage businesses in the federal market and assist them in competing for specific contracts; sessions may be conducted telephonically or in person at college offices, client sites, or other locations; consultations may lead to referrals to partner agencies.
  • Special consultation activities: participate in Business Visits and Technical Assistance activities.
  • Business Visits: visit current federal contractors and mature contracting-capable firms in North Carolina to assess capabilities in business development, capture, contract execution, and related areas; propose actions and refer clients to resources.
  • Technical Assistance: deliver one-on-one technical support to help clients understand federal solicitations or develop proposals for government contracts; such assistance may originate from opportunities sourced by the BDP.
  • Current Contract Opportunities: identify current federal contract opportunities within assigned industries using Salesforce and networks of agency and industry partners; provide one-on-one help such as solicitation interpretation and proposal review; report contract awards and wins to NCMBC headquarters.
  • Future Opportunities: identify potential future contracts within identified industries and with federal buying offices; use client management software and partnerships to locate NC companies capable of competing; compile and share lists of opportunities with NCMBC and coordinate prepositioning activities.
  • Teaming: assist in developing teaming relationships between NC subcontractors and federal prime contractors, including providing short lists of potential subcontractors, hosting small group meetings, and aiding planning and execution of statewide networking events.
  • Contracting Office Relationships: establish and maintain liaison with contracting officials and small business specialists in assigned federal offices to build relationships, obtain acquisition forecasts, and promote NC business participation.
  • Webpage management: alongside the NCMBC Director of Operations, contribute data to establish and maintain industry and buying-office pages on the NCMBC site, including guides to federal business, opportunities, forecasts, and relevant data.
  • Skills: demonstrate excellent word processing, spreadsheet, and database abilities, with working knowledge of MatchForce.org, MS Office, and client management software.
  • Related duties: perform other duties as assigned by the Senior Program Manager, Director of Operations, or NCMBC headquarters.

Minimum Qualifications

  • Bachelor’s degree or higher from an accredited college or university in Business Administration or a related field.
  • A combination of education or experience equivalent to four years in business development and/or military procurement.
  • Working knowledge of military procurement systems and procedures.
  • Work experience in military procurement.
