Job Description

Directs LAUKOA's federal market business development efforts, overseeing pipeline management, capture activities, and cross-functional collaboration to drive growth and expand the company's footprint.

Responsibilities

  • Direct a team of Business Development Managers across the company's market portfolios, establishing performance targets, tracking progress, and ensuring accountability for pipeline development and capture activities.
  • Develop, maintain, and qualify a robust federal opportunity pipeline from sources such as SAM.gov, GovWin, OTAs, agency forecasts, and industry networks.
  • Regularly review pipeline accuracy, capture planning progression, and high-probability forecast reliability.
  • Lead capture efforts including customer engagement, competitive analysis, solution shaping, and win-theme development.
  • Build and sustain relationships with contracting officers, program managers, and other key government stakeholders.
  • Identify, negotiate, and manage teaming arrangements and strategic partnerships with primes and subcontractors.
  • Contribute to annual sales targets by building a qualified pipeline, enhancing opportunity quality, and supporting contract wins and awards.
  • Represent the company at industry days, conferences, and agency outreach events.
  • Collaborate with Capture, Proposals, Pricing, Contracts, Operations, and Executive Leadership throughout the pursuit lifecycle, support go/no-go decisions, and ensure customer intelligence flows into capture and proposal development.

Requirements

  • Federal contracting experience with 10 plus years in business development or capture within the federal sector, with a solid grasp of applicable compliance, regulatory, and operational requirements.
  • Proven success securing contracts with DoD, DHS, VA, HHS, or other agencies aligned to the company portfolio.
  • Strong understanding of the full proposal lifecycle, including Shipley or comparable methodologies.
  • Proven ability to implement and maintain internal systems, tools, and processes that drive the opportunity funnel, optimize BD resource usage, improve win rates, and grow backlog.
  • Proven ability to build and maintain senior-level government and industry relationships.
  • Excellent written and verbal communication skills, including the preparation and delivery of executive-level briefings.

USD 200,000 - 240,000 per year
