The Federal Business Development Leader within Leidos' Homeland Sector focuses on expanding US Coast Guard opportunities through strategic capture, market shaping, and executive engagement. The role is based in Reston, Virginia, with routine engagement across the National Capital Region.

Responsibilities
- Develop and execute a multi-year growth strategy for the US Coast Guard aligned to Homeland Sector priorities.
- Identify whitespace opportunities across mission systems, cyber operations, systems engineering, enterprise modernization, and related areas.
- Engage customers early, before RFI stage, to shape acquisition constructs, influence requirements, and highlight Leidos differentiators.
- Expand the pipeline with measurable growth in qualified opportunities, with a focus on opportunities exceeding $50 million.
- Lead or co-lead early capture shaping activities, including competitive analysis, Black Hat strategy, and price-to-win alignment.
- Ensure rigorous application of Leidos gate reviews and qualification criteria.
- Establish discriminators rooted in mission outcomes, integration capability, and operational credibility.
- Partner with solution architects to align technical differentiation with customer risk reduction.
- Build and sustain relationships across USCG mission directorates, elevating executive engagement as needed.
- Maintain active intelligence on budget signals, procurement strategy shifts, and competitive positioning.
- Identify synergies across Homeland businesses such as DHS, CBP, DOW, and FAA.
- Drive coordinated account engagement across Business Areas to avoid fragmentation.
- Leverage enterprise partnerships, including NVIDIA, cloud hyperscalers, and cyber OEMs, to enhance differentiation.
- Own pipeline targets, growth of qualified opportunities, and measurable improvement in win probability.
- Contribute to revenue growth and book-to-bill performance across the DHS USCG portfolio.
Requirements
- Bachelor’s degree with 15+ years (Manager) or 13+ years (Senior Manager) in federal business development, capture, or growth leadership.
- Proven success shaping and winning opportunities within the United States Coast Guard.
- Experience in cyber resilience, cyber operations, and threat detection.
- Zero Trust–aligned architectures across mission systems.
- AI Enabled Maritime Domain Awareness (MDA).
- Maritime Security and Law Enforcement capacity development.
- Improving readiness through data-driven logistics.
- Strengthening joint operations with DOW and DHS partners.
- Experience influencing acquisition strategy prior to solicitation.
- Experience on large IDIQ or GWAC vehicles in multi-award competitive environments.
- Ability to obtain TS/SCI clearance.
- Active TS/SCI clearance.
- Existing executive-level relationships within USCG or DHS leadership.
- Experience with DHS contract vehicles such as GSA MAS, PACTS III, and FirstSource III.
- Demonstrated ability to lead cross-functional capture teams in a matrixed organization.
- Track record of winning opportunities valued at $100 million or more.
- Familiarity with AI-enabled cyber defense and automation.
