Job Description

Optum's State Government Solutions is seeking a seasoned VP of Business Development to lead direct-to-state sales in a defined territory. The role, based in Boston with remote flexibility, centers on securing net-new business, maintaining a robust pipeline, and orchestrating cross-functional efforts to meet State HHS and Medicaid requirements. The compensation range is USD 195,000 to 215,000 per year.

Responsibilities

  • Quota-bearing position with a primary emphasis on net-new business growth within the designated territory.
  • Qualify opportunities and sustain a predictable sales pipeline of Optum opportunities in the area.
  • Develop trusted relationships with State Health and Human Services agency personnel, State CIOs, and state leaders.
  • Lead, influence, and drive sales activities for Optum's core Direct to State capabilities, including data and analytics offerings.
  • Address Medicaid Management Information Systems (MMIS) modules and related eligibility and program integrity enterprise solutions.
  • Support business outsourcing initiatives for State HHS programs.
  • Coordinate cross-functional teams to execute the end-to-end sales process, including participation in State RFP responses.

Requirements

  • 10+ years of business development leadership with State Human Services agencies, including Medicaid, with a proven record of meeting or exceeding quota targets.
  • Experience selling business outsourcing and technology solutions to state government customers.
  • Knowledge of Medicaid programs and policy frameworks.
  • Exposure to State Human Services programs and policy areas such as SNAP, TANF, Child Welfare, Child Care, and Child Support Enforcement.
  • Proven ability to operate in a cross-functional environment and lead complex sales pursuits.
  • Ability to travel a minimum of 50 percent; travel schedule is self-managed, with weekends at home.
  • Driver's license and access to reliable transportation.
